Partial-side protection vests provide full front and back coverage and leave a gap around the sides to provide better ventilation and freedom of movement. While the protection offered by these vests on your sides is less then that of a full-wrap vest it can be more beneficial in many situations where concealability or heat is a factor.
Police Surplus are police contract overruns, or perfectly good vests that may have been returned for various reasons: fitting changes, officer transfer, expired warranty, new Police Department vest contract, etc., etc.
"Old Armor Tests as Good as New" according to NIJ research on 10 year old USED armor. So 5 or 10 year old UN-used (or lightly used) armor is as good as new at stopping bullets.

Level II armor is more effective against handling the blunt trauma provided from higher velocity and +P type ammunitions while still providing concealability and comfort that can be worn in day-to-day situations. This armor will offer excellent protect against 9mm +P Full Metal Jacketed Lead Round Nose bullets (124 grain) at a velocity of 1240 fps, and can be effective up to .357 Magnum bullets (158 grain) at a velocity of 1,400 FPS. This armor is also effective against all threats mentioned in Level I, and Level II-A. Level II armor is the most well-rounded armor for situations where the threat of small arms fire may be expected, and is a great balance for combat use.
